General Definition of Work

Performs difficult skilled trades work leading an employee OR inmate crew operating a variety of medium to heavy, construction and specialty equipment up to and in excess of 35,000.00 lbs. operating weight , and heavy trucks with GVWR in excess of 65,000.00 lbs., maintaining and performing minor maintenance on assigned equipment, and related work as apparent or assigned. Work is performed under the limited supervision of the assigned supervisor Division Chief and or Division Director. Close supervision is exercised over inmate crews as assigned.

Qualification Requirements

To perform this job successfully, an individual must be a certified correctional officer or be able to become certified with 6 months of hire. Must be able to perform each essential function satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required. Essential Functions

Heavy Equipment Hauling

Leads trains and participates in the work of skilled trades and semiskilled workers and/or inmates in the Heavy Hauling of light, medium, and heavy equipment. 

Loads, secures and transports a variety of medium to heavy equipment such as skid steers,, boom mowers, chippers, motor graders, backhoes, dump trucks, shoulder machines wideners, track excavators, scrapers, bulldozers, track loaders, rubber tire loaders, articulated dump trucks, cranes, grad-all’s, earth compactors, tractors and similar motorized vehicles and small equipment associated with road construction/maintenance and heavy earth moving construction, bridge construction and maintenance projects. 

Operates Heavy Hauling Tractor and Trailer in roads, streets and pedestrian traffic, around above ground utilities and in other tight places requiring care and skill. 

Conforms to State and Federal laws, rules and regulations, governing the safe transport of equipment.

Construction & Maintenance

Leads trains and participates in the work of skilled trades and semiskilled workers (operator I) and/or inmates in the construction and maintenance of county road/streets, r/w, drainage systems, ditches, culverts, bridges, and grading projects. 

Operates a variety of medium to heavy equipment such as mowers, boom mowers, skid steer, motor graders, backhoes, dump trucks, shoulder machines wideners, track excavators, scrapers, bulldozers, track loaders, rubber tire loaders, articulated dump trucks, cranes, grad-all’s, earth compactors, tractors and similar motorized vehicles and small equipment associated with road construction & maintenance projects, heavy earth moving construction projects, bridge construction & maintenance projects; drainage ditches, pipes, culverts, and structures, maintenance and construction projects. 

Operates equipment in street and pedestrian traffic, around above ground and underground utilities and in other tight places requiring care and skill. 

Performs grading and entrenchment work according to plans and blueprints; Complies and ensures entrenchment work is in compliance with the National Safety Council trench safety standards.

Ensures compliance with Federal and State protective measures established for soil, sedimentation and storm water.

Performs welding task on various county projects. 

Performs daily erosion and sedimentation site inspections, repairs and reports. 

Oversees, trains & participates in Flagging, pilot vehicles, and work zone traffic control functions associated with the construction, maintenance and repair of county roadways with inmates.

General Functions

Enforces rules and regulations of county prison and accepted Department of Corrections standards for inmates under supervision. 

Supervises a detail of inmates performing various road maintenance tasks and operating various equipment.

Oversees trains and participates in manual work with inmates in road construction and maintenance functions.

Transports inmates to and from work sites; performs routine head counts and searches inmates for contraband or unauthorized materials.

Assists with seasonal roadway maintenance issues such as debris from flooding and windstorms, snow removal and ice control.

Performs daily inspection and daily maintenance of assigned heavy equipment and heavy trucks.

Performs and monitors work safety factors to ensure safety of all personnel and citizens.

Performs the duties of Equipment Operator I as necessary or required.

Encourages and promotes a culture of excellent service.

Knowledge, Skills and Abilities

Thorough knowledge of the operation, maintenance, capabilities and limitations of equipment used in area of assignment; thorough knowledge of the occupational hazards and proper safety precautions involved in the operation of equipment; thorough knowledge of traffic laws and regulations governing equipment hauling operations; skilled in the use of heavy equipment hauling trucks and trailers.; skill in the operation of heavy earth moving equipment; ability to understand and follow specific oral instructions; ability to detect signs of mechanical failure of equipment; ability to make minor repairs and adjustments to equipment; ability to establish and maintain effective working relationships with associates, inmates and the general public. Ability to make arithmetic computations and compute quantities, and percentages, Skilled in the proper use of construction levels and rods. Knowledgeable in figuring project grades elevations, some knowledge in reading/interpreting civil engineering drawings. 

Education and Experience

High school diploma or GED and considerable experience in the operation of medium to heavy sized equipment and trucks, or equivalent combination of education and experience.

Physical Requirements

This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work frequently standing, walking, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions and occasionally requires sitting, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; no special hearing perception is required; work requires using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions, frequently requires exposure to wet, humid conditions (non-weather) and working near moving mechanical parts and occasionally requires working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to the risk of electrical shock and exposure to vibration; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic); ability to have full range of motion to safely operate County vehicles/equipment.

Special Requirements

Prerequisite for this position is successful completion of a basic skills test that meets the standard for Peace Officer Standards and Training certification – if selected for consideration you will be provide information on the skills test.

Obtain and maintain up to date Georgia Soil & Water Conservation Commission Level 1A Card. (Construction)

Completion of Excavation/Trench Safety Course from National Safety Council. (Construction)

Obtain Georgia Peace Officer Standards and Training (POST) Correctional Officer certification and National Safety Council Flagger certifications within six months.

Favorable background history as determined by review of local, State and Federal records.

Valid commercial driver's license Class B minimum and Class A minimum for the Hauling Heavy equipment in excess of 10,000 lbs. combination vehicles in the State of Georgia with favorable driving history (MVR).
